The 2026 Legislative session has just begun.

The final day to file Legislative Service Requests (LSRs) was September 19.

A Legislative Service Request (LSR) is the initial step in creating an official legislative bill for consideration during the legislative cycle. An LSR is a formal request made by a legislator to have a specific piece of legislation drafted and submitted to the state's Office of Legislative Services (OLS). The OLS is responsible for drafting the language of the bill to ensure that it accurately reflects the intent of the sponsoring legislator. Once the bill is finalized and approved by the sponsor, the LSR becomes a formal bill, assigned a bill number, and is ready to be introduced. It will then be assigned to a committee and undergo the legislative process, potentially becoming law.

Currently, the OLS is working on drafting these requests. However, the titles of the potential bills are available, providing insight into legislation that may be of interest to you.
The full public list can be viewed here: https://gc.nh.gov/lsr_search/LSR_Results.aspx

Below is a link to our preliminary list of LSRs that align with the identified priorities of our community, which include but are not limited to housing, accessibility, eligibility for the disability service system, affordable healthcare, available supports and services, mental health, and special education. The list also includes legislation related to civic, civil, and human rights and responsibilities, particularly in relation to living with a developmental disability or an acquired brain disorder. Please note that this list is subject to change as details of the proposed legislation become available. If you believe there is an LSR not included on the list that should be monitored, please email us at info@cbinnh.org.

Crossover of bills from one legislative body to the next:

Once a bill passes (OTP: Ought to Pass), the full body of its originating legislative body, it crosses over to the other legislative body to begin the process again. The bill is introduced, assigned to a committee, and will be open to another public hearing. Be sure to watch for updates, a bill can cross over before the deadline and begin the process in the next legislative body.

The deadline for crossover is usually in very early April.
